Ron always seemed to lay out in Policy how the org was to attain the purpose for Scientology in a pretty straightforward manner. So, I am regularly amazed at how far off these basic instructions the C of S can go. The Ideal Orgs program is a good example of this: the continual events, regging public into debt, etc… 

Somehow these things bring about a “Clearing of the Planet”? Definitely not! 

Miscavige has ushered in a new age of the idea of “using policy to stop”. He listens to a tape (A Talk on Basic Qual) and decides that when Ron was explaining how to fix failed auditors that it meant that he should apply it to all students and auditors. That is “using policy to stop”. He takes a policy meant for one thing and applies it to something else it is not intended for. This is the definition of using policy to stop. 

This has also been done with LRH ED 102 Int, IDEAL ORGS. It is used to justify the way he is building HIS Class V Org. However Ron laid out how to build an Org and it is quite the opposite.

What we need to know is “What are the steps to build a big booming Org?”, “How should it operate”? or “What is the ideal scene that Ron envisioned”?

Luckily he left all of that in policy. We don’t have to depend on DM to enlighten us as to what Ron really meant. We can read it for ourselves and bring this scene about. So here we adventure into the untapped resources of the OEC Volumes to see how Ron wanted the orgs to operate.

Then as you see how Ron actually wanted the Org’s to run and compare it to the existing scene you will see how off policy it really is. 

We will start with a policy called PRICING MEETINGS FINAL POLICY, HCOPL 3 Dec 1963:

“STRESS ON TRAINING

“It will now be seen that an organization potentially will make a larger staff unit from training than processing due to the lesser number of technical staff members required. 

“This is purposely designed.  A boom depends on training, not processing. 

“The high auditing fee is maintained to deter pcs while shunting them into the Academy.  A high processing fee in the HGC then permits higher training fees and keeps the org solvent.

“When our Academies did less business and orgs concentrated on HGCs, gross income declined.”

In reading the above we can see at once that the org was not meant to be a big HGC, but this is what they are in present time. The orgs were meant to train auditors and co-auditors. 

So you might ask, “What about the people who just want to be pc’s and go clear and OT”? 

Don’t worry, Ron even answered that in the same policy letter.

“THE PCS

“Now what about the pcs who want to be pcs?

“Don't be hoggish.  Let the field auditor live.

“Pcs who are only pcs can be salvaged too.  But, being pcs they don't write in when they read a book.

“So send people who haven't corresponded as name lists to field auditors who are franchise holders.

“Field auditors make people trainable, people come in for courses eventually.  Field auditors get fat.  Everybody happy.”

From this you can see that a person who wants to be a pc has not been “salvaged” in Ron’s eyes. The people who can be trained and wish to be are the salvaged ones. They are cause over their cases.

The whole idea of this policy is to create what Ron calls The Boom. He is laying out how the church and field operate together to expand Scientology and why. The first step is to sell books. The advertizing to sell books is where you spend your money. He lays this out in the section called The Boom:

“THE BOOM

“The whole forward thrust of the boom depends upon:

“1. Getting books to orgs.

“2. Heavily, even extravagantly, advertising books and filling the orders.

“3. Running an excellent Academy.

“Getting books to orgs depends on me, on Saint Hill and upon orgs making sure they're ordered and paid for.  If we take care to do just those things we'll see (1) above hugely successful.

“Advertising books depends on intelligent adherence to the price-membership scheme, the Registrar pushing the advantage of membership with every breath.  The Assn/Org Sec and HCO Sec are in the best position to see this doesn't choke off – hence their bonuses.  It will cost them money personally not to plaster the place with book ads and drive memberships home.  They are given no bonus on a net.  Only a gross.  They get paid a bonus from the book account based on volume not its profit.  The Department Heads and Staff get their bonus indirectly by an org driving in a heavy volume through ads and books and the alertness of the Org/Assn Sec and the HCO Sec. Continental also has a vested interest in books flowing and is paid for it.  Thus this point is cared for.”

This is why the Dianetics adds of the 80’s were so important to Ron. This advertisement created a huge reach for Dianetics and Scientology. That the man responsible for those ads and that boom is Declared is an out-point the size of Texas. That is not the act of an SP. The SP is the one who cut the funding and destroyed the machine that created that boom as Ron stated. 

So now we know that the way to drive people in is to advertize books. Not some other wacky campaign about the good feeling you get from Scientology. JUST BOOKS!

The next step in The Boom was to train these people who came in off these books.

But why? Why would you wish to train and not audit?  And yes! Ron had an answer:

“As for the Academy, it may not at first be visible why this has a dissemination value about 150 times that of an HGC.  The following are long established data:

“(a) Students disseminate.  Pcs don't.

“(b) High income in orgs has always occurred when the Academy was good.  And when the Academy really did its job the income was continued.  HGCs can receive a good income from the public, bad or good, but the flow of income suddenly shuts off when processing has been poor for six months.  There is a 6 months lag and then a depression caused by a poor HGC.  The lag is about one week on a sour Academy.  I never have fathomed how the public finds out so fast about a bad Academy beyond knowing students disseminate and pcs don't.

“(c) The only thing which ever gets us into public trouble is an HGC.  If we had no HGCs we would almost never have a ripple of discontent from the powers that be.

“Why? Because an HGC brings us the failed cases of the AMA-BMA psychoquacks.  Thus we gather the lunatic fringe around orgs. One can never really discover the bad cases until they're processed and then it's too late. The characteristic of a lunatic is one-way-help-inflow. They don't want to help anyone. They only want to be helped. The moment you insist they help others they either (a) vanish or (b) do so and get well fast.  The dear laughable old buffoons, the psychiatrists, shut the door on their own boom with insisting on “12 years of training (in meat carving) to make a psychiatrist". They made patients into patients forever and "trained" their students forever. We were well on the way to doing that in April this year when I took the helm again.

Now I am sure you have all heard that Scientology is here to make the “able more able.”  Ron knew that the able people would train and Co-audit – that those same able people would audit more people and disseminate Scientology through word and action to everyone they could. 

PC’s are effect. Auditor’s are at cause. Training put’s one at cause. This is why case level depends on both sides of the Bridge – not just processing. 

So Scientology Organizations are supposed to be training auditors as the first order of business. That is their job. But what do Class V org’s and Flag promote.  AUDITING! This was not Ron’s message or intent!

But PC’s can be controlled and fooled and scared. An auditor who is trained and experienced cannot be fooled so easily. So we have the current scene of public being led like cattle to the IAS and Ideal Org slaughter. Tell a trained and experienced auditor what DM said and he may smile and nod but he doesn’t care. He knows Source, and he knows what works.

So these trained and experienced auditors go out and handle pc’s who become somewhat cause and want to train. Training put’s them even more at cause and they disseminate. This is The Boom.

Remember Ron expected the auditing courses to last about a month each level. The trainee would learn the material, get experience auditing, attest and move on to the next level.

“(d) The original plan, 1950, was to train people on short courses, let them go out and get some experience and then let them come back and be trained.  By 1959 only I was doing this, with ACCs.  We had too few courses.

“We now have a remedy for this with lots of 1 month courses and examination after experience.”

So you can see where the Basics and Golden Age of Tech caused a problem.

There is nothing wrong with and auditor really knowing his business and being a well drilled technician on tech delivery but he must be able to move through the training quickly, or you kill his drive.  A student is effect in the courseroom.  When he is auditing he is cause.  If the runway is to long you blunt his initiative and refuse his assistance.

So the quick course well taught is the answer.

To all the organizations Ron said that the stress was always on training.  And to get people who wanted auditing to co-auditing.  Even to cap the number of hours a pc could buy at the org to get him training.

“Stress must be on Get Trained!  That's the pat answer to any questions about the cost of auditing or how to get audited.

“HGC auditors and Ds of P, bless them, have alone held high auditing standards all these years.  That was why they were there.

“But wouldn't it be nicer to have those staff auditors running the org's co-audits and classes?

“Training groups in far places?  Handling the Correspondence Courses?

“We'll still have HGCs.  But we must not count on them for income for more than another two years.  (The time it will take to get really rolling on the boom.)

“Instead, enroll pcs in the Academy whenever possible by:

“1. Sell them auditing and also an HAS Course ("It will make you progress so much faster, Mr. Jones - -").  Short of that, sell the auditing and also a basic book and demand the pc do a chapter each evening during his intensive.

“2. Put a ceiling (stated to the pc) on how much auditing you sell them before they take an HAS and insist on an HAS before you exceed that limit of number of weeks set, even when you accept them back in the HGC afterwards.

“3. Use the HGC to feed the Academy and not the Academy to feed the HGC.

“4. Count on Academy income only.

“5. Use the HGC to square up field ARC Breaks to promote.  To set an example.  To pick up dropped balls.  Not to make income.

“6. Sell Training hard.”

So now you can see that what we have in Scientology Orgs as public today are pc’s. It shows in how they are controlled. How they do not confront the present environment they are in and allow some other source besides Ron to tell them about Scientology.

Now everything you have seen here is from ONE policy letter. ONE!

The truth is that policy is your friend. That is where Ron answered these Third Dynamic problems. This problem of what is wrong with the current scene is answered in this one HCO PL.  Even if the Church of Scientology has ignored the HCOPL it doesn’t mean we have to.

We can all stand and be counted. You can get trained even if you only re-read Dianetics and grab your neighbor or somebody at work and start auditing them on Book One.

Run Self-Analysis on them or Handbook for Preclears! You can care for your fellow man and show your cause and your love. This is our time of greatness. Let’s not waste it.  Let’s play the game Ron wanted us to play.

I noticed that there a wide-spread misunderstanding concerning the word "Ideal" in "Ideal Org". This term corresponds to the term "Ideal Scene" as explained in the Data Series. It would be a scene fulfilling its purpose. An "Ideal" kitchen knife would be one that has a sharp edge fixed firmly to a handle so the knife could be operated. It would fulfil its purpose.
It would not be a knife with a golden handle and diamonds as applications. (That would be a false Ideal Scene.)
In order to be able to see an out-point (a circumstance indicating a derivation from the Ideal Scene) one has to have an understanding of the Ideal Scene. Without an understanding of how it should look one is hardly able to recognize where the show went off the rails.
This could explain why it are so much more old-timers that go independent: They have a better understanding of how it should (or could) be. Therefore they can see and recognize out-points.
There is a heavy push on false "Ideal Scenes", like "The IAS will handle the 4th Dynamic" or "David Miscavige knows better than L. Ron Hubbard and therefore can correct his works" or the "Ideal Scene" of "our leader knows best an we follow our leader". "To go up the Bridge one has to have enough auditing" would be an incomplete view because it omits the training. In earlier times OT-Levels were called OT-COURSE, Section 1, 2, 3 etc. and in one old Auditor Magazine OT-Levels were on the training route of the Bridge. I wouldn't know how someone who cannot audit well, can make it through the OT-Levels.
No understanding of an Ideal Scene, a false or an incomplete Ideal Scene blinds one for out-points. Reasonableness comes from an inability to recognize out-points.
(In case you wondered why there are still people in the CofS.)
The entire text of Data Series 47 is: "It is hereby illegal to randomly place Data Series PLs on a checksheet of any kind. The Data Series PLs must be studied in sequence."
The "Ideal Org" is an issue of the Data-Series. To train on this Course (DSEC) is incredible and makes one much better in helping others.

Who is John Aaron Williams? Do you run a group? If so can you tell us about it?

Nevertheless, thanks for the article. Interesting that in 1963, 50 years ago, the planet was a different place. Getting people to train in numbers that are viable is an interesting challenge with internet, 24/7 TV, smart phones, tweets and blogs and e-readers; a veritable deluge of information and occupation of time and interest.

Once you have an audience and a group and interest in numbers I assume you can do what he suggests. It hasn’t worked yet though. Here we are; 2013 and in disarray. No orgs as referred to in the reference and no 2 years to go before the boom?

Getting a group to train, here and there, is a good idea. It keeps it all alive. But, really making a viable international movement, in today’s reality, seems to require a whole lot more.

I think an international meeting of bright minds at some location that attracts lots and lots of people from EU and USA and Australasia and Africa, where this subject is reviewed and debated and looked at, could get a bigger picture solution going, maybe. Maybe a big-tent approach that is inclusive. Really inclusive. Where Rons Org and Dani and Lana and Marti and Mike and the lot, can all be comfortable participating in some way.

In the meantime, the article is for those who already know that training is the right route. Those who need to hear about the subject in numbers are elsewhere? How do we reach them, if that is the purpose, and get them interested and participating and then training is the elephant in the room I venture? Books. Get them to read books. Electronic books? Those who read paper books are the enlightened. The masses do not read books.

Enthusiastic advocacy of training to a group who know this, whilst the church melts down and the PR tanks, gives us a bit of a warm feeling of apparent responsibility, but does it actually change the status quo? I don’t think so.
I am throwing out a few ideas and thoughts that may not agree with your direction and encouragement but it is what I see when I look out the window. Maybe I am too-soon-out to have a glowing optimism yet. Dunno.

Just dig up a reference and bingo, we succeed. I think it requires Steve and others of similar outlook to really see what can be done internationally to solve this enigma. Something that uses stunning PR and positioning and evaluation to get traction with new people to the subject. I don’t profess to know what this route is yet.

For now, my solution is to find more and more ‘cells’ of folks who are leaving the church and offer them orientation and understandings of what the scene is and what routes are, for now, available, as an alternative.

If my comments are not welcome, I am fine with that, but offer my view nevertheless.

I suggest you check out some of the other articles on this site as well, because they address some of the concerns you have brought up. Like the article on Rebooting Scientology, and the one on "It's 1950 all over again". In the mean time, as we rebuild, it is a great chance to get yourself up the Bridge. Thank you for being there, and for your care. We are reopening the Bridge. It's a big game and there's room for everyone to help. Glad to have your shoulder to the wheel.

This is one of my favorite all time PLs-it's worthy of M-9. it explains WTF happened in so many ways.

At this point the untrained have a horrible VP of "Scientology" and what they don't understand is, it is not Scientology that they received. I know what Scientology is and it is incredible.

Training makes all the difference and you also get to know the real Ron, not the tabloid Ron.

Thank you all for the responses. I enjoy policy and the idea that each and every one of us can do something to assist our fellow man.

I would thoroughly love to see a surge in Independent Scientologist. Each one of us doing something effective is what will make the difference. This can be via auditing, books, or just sharing wins and referring others. But doing is what will make the difference.

People who have left the church all around the world are now using the checksheets that you launched as a project and have pushed through to such a product with Dan. I was most impressed with you because of this when I first met you. It indicated to me just how much you care about keeping the Bridge open for those who want it as opposed to what cob has done to it in the name of gross income - the emphasis now officially is just "gross".

For those who don't know - John has put in north of 2000 hours of work to get these checksheets done to the standard LRH would expect. John established comm lines with those whose KRC for this activity brought with it experience and who worked directly from LRH advices and instructions on auditor training checksheets. The use of the "old not used anymore" checksheets were upgraded to reflect LRH's instructions and that is what you have available to you now.

As Snr C/S I was responsible for our courseroom, auditor training and interning as well as programming and overseeing the session to session progress of both auditor and pc and correcting each when needed. So John's dedication and contribution to training won me over the first time I met him a few years ago now.

We look forward to seeing the fruits of our labor turn out products who get themselves and others up the Bridge on BOTH sides.

If you want invented tech, "evolved" Scientology or a mix of it with other tech you'll have to suspend those interests while here as we are strictly applying "doing what you're doing when you're doing it - i.e. when here getting our services you will only get LRH's tech because what we want are the results that come from doing that.

I'd like to echo what Gayle has to say about John. We (the Field) are deeply indebted to him for his work on the checksheets and with The Courseroom. I was impressed by John's sense of humor and humility when I met him.

Likewise thanks to Gayle for insisting on no "invented tech, 'evolved' Scientology or a mix of it with other tech" in her area of responsibility.

And of course, John's posting here is spot on. As someone who's been on staff three times and visited a number of orgs, I can agree with him (and of course, LRH) completely.

I wish you could have read LRH's traffic regarding Exec Strata.

Missing in official Scientology are top Sea Org members who really wished to do the "think tank" jobs of the Int Exec Strata.

I wonder, in the decades to come, once Miscavige is gone, and if the official movement is still standing, if they will ever evolve a period when "Green on White" campaigns are rekindled, and some furure enlighted CMO Int staff read their LRH despatch traffic and get busy building a proper Exec Strata (think tank) for the movement.

The think tank people, Exec Strata, were to be the ever vigilant idea comer-uppers, digging up LRH's earlier ideas appropriate for the moment, as time goes forward.

The Exec Strata hatting orders from LRH inlcude the 20 years study of everything he's ever written for their zones, so that they in turn are today's experts of what to do in every situation.

Int Management never matured, never got up to having expert Exec Strata members, and some, like Diana Hubbard Horwich, are still potentially in the wings to dedicate themselves to the type of analysis you did in this article.

Diana was trying to smooth the Mission Holders and field auditors' feathers during that horrendous early 1980s period when they were falsely accused and LRH went ballistic privately against them, wrongly.

In all the years of "good" Exec Strata think tank execs, I'd rate Diana as likely the closest to achieving what that job on the "think tank" required.

It really must be a lifetime commitment and really only the most diehard Sea Org smart humble members who really have the excellent wide ranging minds should be on the Exec Strata.

It takes a lot of patience to build official Scientology back up, for those in the decades ahead who really are going to use LRH's wide writings to do so.

I doubt that will happen, due to the content of the subject, though.

There needs to be more spectacular and honest successes from the practice, in terms of real OT wins and phenomenon, because otherwise the movement's actual OT products so far have been massively disappointing in my opinion.

So dedicating one's life to being a topnotch top exec and highest level administrative technician in the Exec Strata long range is only fruitful, to me today in hindsight, only if the whole movement is truly making OT people, which I don't think it is, sadly.

Hello Chuck, "Joe", and all of you,

This is very nice that you are here and in com. I believe we have to start some International coordinated movement. Why?

One good reason is that we have no clue if the group is expanding and what's going on worldwide other than by bits and pieces. A very good team work thing is to know how it goes in the team. Right now we have no means to get the data on a regular basis. We should definitely have an OIC (Org Information Center) ie a set of stats which one can look to know at a glance what is going on. The Internet is great for that.

We have delivery going. The groups doesn't need management. They do very well independently. This is also per Policy as was said earlier.

Now it does not mean either that no management at all is a good thing because we do better as an organised group. Who knows for example the successful actions of the successful guys or groups? What about a hat write up of the Independent Dianetic Auditor or Field Auditor? Those are examples but one can get it if a team.

What I would like to do is an Eval on the International situation of Scientology.

The fact that we have an SP at the head of the Church is not a Why. Removing the guy will not open the door to a handling as it doesn't explain everything.

For example there was a huge stat push with a huge raise of prices in the early 80's. This created so much entheta in the public. The Birthday Game is really doubtful including the 339Rs as the stat push it created resulted into a hated Scientology and Scientologists in the broad public. I suspect during the turmoil of those years, non LRH data were entered. Call In was a terrible thing and it completely interfered with the private life of people.

The various org boards that came about in the 80's, Are they from LRH? The original one LRH handwriten is really good. We need to know with an eval so that we know what data, org boards and management pattern we can use in the future.

I really believe an Eval should be done and we have enough old timers that knows enough data to Evaluate properly.

This would remove the arbitraries that were entered. And then we could establish the model of the future international Scientology organization, using real LRH Policies.

Then we are a group that is not anymore, ever spreading entheta due to our actions. And the model will prevent any take over by any SP.

I try to assemble a team on Internet to do it.

I believe some good guys are tempted by such a project. Why not give a good try and have some fun doing it. Scientology is real fun when the intention is good.
